What is a portable restroom?
A portable restroom is a self-contained toilet facility delivered to a site with no plumbing connection, ranging from a single plastic cabin over a sealed holding tank to a towable trailer with flushing china, running sinks and climate control. The phrase covers the whole ladder, which is why quotes for it vary so wildly.
Three rungs, in the order most Philadelphia event bookings climb them:
- Standard unit. Chemical toilet, 60 to 70 gallon holding tank on manufacturer specs, no water. See
- Deluxe flushable. Foot pump flush from a reservoir near 5 gallons, mirror, sometimes a sink. See

The decision is usually about the guest list rather than the budget.

A 2-stall portable restroom trailer is the common upgrade point. Above about 200 guests, look at a 4 stall, and past 400 an 8 stall. Multi-day builds sometimes add a shower trailer. Trailer pricing sits on its own page, and luxury restroom trailers cover the top of the range.
How many portable restrooms do I need for a party?
One unit per 50 guests for a four hour event is the working rule, with 15 to 20 percent added where alcohol is served, plus accessible units. A 120 guest garden party with a bar therefore lands at three units, one of which should be accessible.
The 2010 ADA Standards require, at section 213.2 Exception 4, that where single-user portable units are clustered at one location, 5 percent of each cluster and never fewer than one must comply with section 603. An ADA accessible unit is about 62 inches square because section 304.3.1 requires a 60 inch turning space. Skipping it at a public event is the most common planning error we see. Single unit event bookings typically land between $200 and $800 once delivery, timing and service are in. Volume pricing starts to bite past about ten units. Delivery adds $50 to $150 and a service visit $30 to $60. The cost page breaks every line out.
Philadelphia venues set the rules before we do
Lincoln Financial Field, Citizens Bank Park, the Wells Fargo Center, Fairmount Park and Penn's Landing each run their own vendor access procedure, and those procedures decide delivery timing more often than the permit does.
What that looks like in practice:
- Fairmount Park is large enough that placement is really a question of service vehicle routes. A unit a driver cannot reach mid-event is a unit that fails mid-event.
- Penn's Landing sits on made ground near the water and turns soft in rain, so trailers need level, firm standing and accessible units need a mat.
- The South Philadelphia sports complex venues run scheduled vendor windows, and a trailer arriving outside its window waits.
- Neighbourhood street events in Old City, Fishtown and South Philly are constrained by the block itself, not the ground.

Do portable restrooms at a Philadelphia event need a permit?
On public ground, yes. Philadelphia routes portable toilet permits through the Department of Public Health, under its infectious waste program, on the application covering portable toilets and holding tanks together. It surprises organisers who expect a streets or transportation department to handle it, and the detour costs a day or two.

Servicing during an event beats adding units
For anything running over four hours, book a service visit inside the event rather than ordering extra cabins. ANSI/PSAI Z4.3, the industry standard for non-sewered waste disposal systems, sets weekly service as the baseline for ordinary use, and a festival afternoon is not ordinary use.
The physics settles it. A standard holding tank runs 60 to 70 gallons on manufacturer specs, and at 8.34 pounds per gallon a full tank carries over 500 pounds. - Festivals and concerts, which need banks plus a service window
- Marathons, which need units spread along a route rather than clustered
- Golf tournaments and county fairs
- Film sets, usually a trailer plus one standard unit for crew
- General event restroom rental for everything else
Handwashing is worth planning separately at any catered event. A handwashing station, a portable sink or hand sanitiser stands cost far less than the queue they remove.

Do trailers need power and water?Power, yes: manufacturer specs on a two stall want a dedicated 20 amp 110 volt circuit. Water can come from the onboard tank, roughly 100 gallons, if no tap is close.
