What is a holding tank?
A holding tank is a sealed vessel that stores wastewater with no treatment and no outlet, emptied by vacuum truck on a schedule set by how fast it fills. That is the whole difference from a septic tank. A septic tank separates solids and discharges liquid to a drainfield. A holding tank discharges nowhere.

What size holding tank do I need?
Size it on daily flow, then add a margin so a missed pump out does not become an overflow. A standard portable toilet carries a 60 to 70 gallon holding tank on common manufacturer specs, which is the reference point most people already have a feel for. A rented waste tank starts well above that.
The arithmetic that matters: water weighs 8.34 pounds per gallon, so a 500 gallon tank holds over 4,100 pounds when full and a 1,000 gallon tank over 8,300. That weight decides where the tank can stand, whether the ground will take it and how close the truck has to get.

Do I need a permit for a holding tank in Philadelphia?
Inside the city, yes, and the routing is the unusual part. Philadelphia issues portable toilet and holding tank approvals through the Department of Public Health under its infectious waste program, on one application that covers both, rather than through a streets or transportation department. Contractors who go looking for a streets process do not find one.
Outside the city the rules change at every township line. Pennsylvania treats a permanent holding tank as a retaining tank under 25 Pa. Code Chapter 71, the Department of Environmental Protection rules on sewage facilities planning, and permitting one normally requires a servicing agreement with a permitted hauler before it is approved. That is a municipal process run by a local sewage enforcement officer, not a state counter. The permit page sets out the city route, and dumpster permits run separately again.
How often does a rented holding tank need pumping?
As often as it fills, which for an event tank can be daily and for a quiet site office can be monthly. Unlike a septic tank, there is no three to five year cycle here. The US EPA interval that applies to household septic tanks does not apply to a sealed tank with no drainfield at all.
Set the first schedule conservatively and adjust after two visits. What drives it:
- Number of people and hours of use per day
- Whether a trailer with flushing fixtures is connected, since flushing multiplies volume
- Weather, because an open topped catchment collects rain it was never sized for
- Access, since a tank that can only be reached on a Tuesday morning needs headroom in the schedule

Getting a tank onto a Philadelphia site
Access is the constraint, not the tank. On the narrow rowhouse blocks through South Philadelphia, Fishtown and Kensington, a truck needs a clear approach that a single parked car will block, and a full tank cannot simply be dragged clear. A typical vacuum truck carries 100 to 200 feet of 3 inch suction hose, which sets how far from the tank it can stand.
