What is a construction dumpster?
A construction dumpster is a roll-off container rented for the duration of a build, renovation or demolition, and swapped on a schedule rather than dropped once and collected once. The container itself is identical to a residential roll-off. What changes is the service pattern, the debris stream and the paperwork.
Volume is the reason. EPA's national accounting put construction and demolition debris at roughly 600 million tons generated in 2018, more than twice the municipal solid waste stream, with over 90 percent of that coming from demolition rather than new build. On an active site, one container is a bottleneck within days.

Which size does a Philadelphia jobsite need?
Size by phase, not by project. Most jobs change container at least once.

What does a construction dumpster cost in Philadelphia?
Typical weekly market ranges, reviewed July 2026: $425 to $625 on a 10 yard, $475 to $700 on a 20, $525 to $750 on a 30, and $575 to $775 on a 40. Extra days run $50 to $115. These are market ranges rather than a quote for a specific site.
On jobsite work the swap rate matters more than the weekly rate, because an active site turns a container over faster than a rental period runs. Ask for three numbers when you book: the swap rate, the per-ton overage rate at the transfer station, and the turnaround time on a same-day call. What does OSHA require around a construction dumpster?
More than most crews realise. OSHA 1926.252 requires an enclosed chute whenever material is dropped more than 20 feet to any point lying outside the exterior walls of a building. On a three story Philadelphia rowhouse that threshold is met from the second floor and up.
Where debris goes through a floor opening without a chute, the same standard requires the landing area to be completely enclosed with barricades not less than 42 inches high, set back not less than 6 feet from the projected edge of the opening above, with warning signs posted at each level and no removal from the lower area while debris handling continues above. OSHA 1926.25 separately requires scrap and debris to be cleared from work areas as the job progresses, which is the whole argument for a container on site rather than a pile.

Swap scheduling on a Philadelphia street
On a fenced site with off-street placement, a swap is a phone call and a truck. On a Philadelphia street it is a scheduling problem, because the truck needs the curb clear on the day.
Philadelphia's subdivision street standards set a 26 foot cartway on a tertiary residential street inside a right-of-way of no less than 50 feet, and the driver needs roughly 60 feet of straight approach plus 23 feet of overhead clearance to tip a container off the rails. That means Temporary No Parking signs posted the day before, every time, and someone on site to keep the spot. Crews that build the swap into the weekly programme lose far less time than crews that call when the can is full.
Paperwork a Philadelphia jobsite needs
Two things, from two agencies. Licenses and Inspections issues the construction dumpster license under Philadelphia Code Section 11-610 at $75 per three dumpsters or fraction of three, carried by the hauler, and every container has to wear an RFID medallion transmitting the license number and the licensee's phone number. The Streets Department Right-of-Way Unit at (215) 686-5500 issues the placement permit, and the Temporary No Parking permit for a dumpster is published at $40 per dumpster for a maximum of seven calendar days.
Demolition adds asbestos. Philadelphia's Air Management Services Asbestos Control Unit regulates abatement under Philadelphia Code Sections 6-606 and 6-607, notification to the Department is due no less than 24 hours before the project, and the federal asbestos NESHAP at 40 CFR Part 61 Subpart M requires notice to EPA 10 working days before a demolition. What can't go in a construction dumpster?
The restrictions bite harder on a jobsite than in a driveway, because the volumes are larger and the inspection is closer.
- Bulk liquids and any container holding free liquids over a gallon, barred from Pennsylvania landfills by 25 Pa. Code Section 273.201
- Lead-acid batteries, under the same regulation
- Televisions, computers and monitors, banned from municipal waste disposal by Act 108 of 2010 since January 24, 2013
- Anything meeting an ignitability, corrosivity, reactivity or toxicity characteristic under 40 CFR Part 261
- Fluorescent tubes and mercury devices, under the Universal Waste Rule at 40 CFR Part 273
- Refrigerant appliances, until recovered under Section 608 of the Clean Air Act
- Asbestos and asbestos-containing material, ever

What else goes on the same delivery run

Can I keep one container for the whole job?On a small renovation, yes. On anything with a demolition phase, the debris changes and so should the size.
Do you take clean fill separately?Yes, and it should be quoted on its own rate. Mixing it into general debris is the most common way a job overpays.
